The state you are getting married in, in the case of PA you can get it in any county.

The laws are going to vary by state (read: check into the secific requirements for Delaware, since I don't know them), but I do believe you will need a license for the state in which you are getting married.  In PA, you can get a marriage license at any county courthouse in PA - you do not have to get one for the county in which you are getting married.

Hi: You need to call the county where the venue of your wedding is located. The people at the wedding venue should be able to tell you what that is. Be aware that SOME counties require X-number of days to get the license IN PERSON before the wedding, and SOME counties require you bring a witness with you!

I once officiated at a wedding where the couple didn't know that, and they drove all the way there 2 days before the wedding only to have to turn around and go home b/c they hadn't brought a witness with them!

So, just be sure to find out the specifics, and give yourself some breathing room.

    Good luck!

Yeah, with Philadelphia you have to wait at least 3 days after getting the license to get married, but not more than 60 days.
