marriage license / soc sec???

So looking online it seems as though in Allegheny county you just need your photo ID and in Butler County you need photo ID and your soc card. My fiance doesn't have his soc sec card. We were going to go to Bulter but if allegheny doesn't require Soc Sec card we may just go there. Any one get there marriage license recently?

I did and the SS card varies by county. We got ours in central PA at a court house that didn't need it. A court house 20 minutes away made you have it.
