  I saw you posted about Oscar Swan Inn, you might also try the Japanese Tea Garden in Geneva. It is just an outdoor space that is Park District owned. I believe there is only a very small fee to reserve the space.

  Arboretum in Lisle or Lilacia Park in Lombard (they have the option for up to 100 people for under $100 and it's beautiful!)

  The Japanese Garden at Fabyan VIlla is gorgeous!  I wanted to have mine there but 100 people wouldn't fit.  I believe 20 or 30 should fit nicely though.  You could have the reception nearby then at one of the local restaurants in Geneva.  Check out the Geneva Bride website.

  Try Banbury Fair Of Bartlett.  This place was really affordable and they allow you to bring your own caterer. Here's the website www.banburyfairevents.com.  I did an event there and the staff was really helpful and professional.

  If you like Banbury Fair Of Bartlett they use a party rental company that has the absolute best prices in town.  I shopped everywhere.  Here's the website, www.abbottpartyrental.com.  The co. is called Abbott Party Rental.  I think they're in Lombard.  Good Luck
