H & M bridal rates in San Diego area?

I'm looking to hire a H&M artist for my big day, but the biggest thing I have is I want to hire anyone that knows how to do Asian hair and makeup (hope I don't sound racist but there is a huge different when applying makeup on different race...plus I had a horrible memory for my high school prom makeup that was done by a white lady...) . Anyways, I was hoping if anyone could answer the question on the average rates in southern california area, especially San Diego, and if anyone could recommend someone that knows how to do Asian H&M (especially hair)?
