  You could wear either a long gown or a cocktail dress.  It's up you.  Men could go out and rent a tux or wear a suit.

  It means the couple wants to have people dress up super fancy but doesn't want to pay for the requirements of a black tie event (open top shelf bar, gloved service, live band, etc.).  It also means they think you can't dress yourself properly for a wedding.

  It means the person who invited you thinks their guests are too dumb to dress appropriately for a wedding and/or doesn't want to pay for everything a black tie wedding entails but still wants her guests to look the part so her "vision" can come true.

  It also means you can choose to wear a tux and a fancy gown if you'd like. But I'd lean towards the safer side and go with a fancier cocktail dress and a black suit. Though, if you want to wear a gown rock it!!

  It's not a real dress code.  I would wear a cocktail dress.  I think a long dress would be fine, too, but I wouldn't go all out with a super-fancy gown.
