You send reply cards with the invites. Invites should go out 6 - 8 weeks before the wedding. At this point why bother with STD's? Just send the invites out next month and be done with it?
I've never once heard of RSVP's for the STD's. (Lord that sounds so bad).
STD's are simply to alert people about your upcoming wedding so that they can possibly start to plan accordingly (request time off / not plan anything for that weekend if they're planning to attend).
Also, I may be wrong about this, but If your formal invites are going out in a month, why not just save the money and not send STD's. STDs I believe are sent are typically sent 6-8 months prior to the wedding (mine were sent at 5).
Formal invites, I've heard are typically 4-6 weeks (sometimes 8) prior to the wedding.
Again, I could be wrong, but those are just my thoughts.

For most it probably is enough time. For those who need a lot of notice, that's what the benefit of the STD's are a couple months prior to the wedding ;o)
STDs are usually sent 6-9 months in advance, so save yourself the effort and postage. You can call or email people if you want to make sure they save that weekend, just make sure you don't contact people who you're still on the fence about inviting, because once you tell them to save the date, you must invite them.
