  send an invite and add them to the count. you never know they might show. i have family in texas that even though we know they may not show we still invite that way they know we are getting married.

  I have extended family in the Dominican Republic. I sent all my aunts and uncles an invitation evev though I knew they weren't going to be able to make it. You never know if your FI's family will be able to make it, and I am sure they will appreciate the gesture nonetheless. We also included those invites into potential guests.

  If you have talked or corresponded with them and know they will not come, do not send an invitation, which most will take as a gift request.
  
  But don't forget them. Pre-wedding, send some pictures, saying that since they are far away but in your thoughts, and FI wants to keep them posted. They will take this as good manners on your part, a nice impression since in time you may visit them or they will come over.
  
  After the wedding send a few pictures they can display or show people, not just e mail. And sent an announcement ( not considered requiring a gift, which an invitation traditionally does) with a real brief letter. Weddings are not the end, they are the beginning of your relationships as a married couple and your official acceptance into his family.
  Hubby and I both have relatives overseas, and built our bridges starting well before the wedding.

  I still sent an invitation to my family in Germany. We knew they'd never be able to make it and they weren't offended by it...we even got a congratulations card and a box of goodies (lebkuchen, schnapps, and gummies) in the mail from them after the wedding!

  I guess it depends on the relationship your FI and his family have with his extended family overseas. We exchange letters and pictures and visits still so the invitation made sense. If they haven't communicated in years then maybe an announcement or some sort of letter with photos or something might be better.
