  Your best bet would be to look on Etsy. I did paper peonies for my centerpieces (dyed coffee filters). They didn't take long at all - maybe an hour a day for a few weeks? I did the same thing for my bouquets - this has 8 stems and is about 8" in diameter.

  I have looked on etsy and for this many roses they want $300.00 its kind of outrageous my other option was to make the boquets smaller and or go to the dollar store where they have bundles of fake roses for a $1 each? any other opinions.

  you can try Afloral.com and buy wedding bouquets. Some start at $6 for a bouquet of 6 or 7 flowers depending on the type and color.

  I made these paper ones for my bridal shower. I had 10 tables with a couple dozen flowers per table, which I got done in one weekend once I practiced a couple. All you'd need to get your centerpieces done is a pack of red computer paper from an office supply store.

  If you're really pressed for time, Dollar Tree usually has stems with 7 roses each. If you think they look too fake you can always buy some spray glitter from a craft store to make them look fancier.

  How about this? It already comes together with 21 roses. Might look good with just 21 otherwise buy an extra bouquet and tear it apart and add them to the other 10. They're $15.99 a piece. I think you get 10% off the first time you buy something.

  Dollar Tree florals look very fake.  Spray glitter will make them look more cheap.  

  
  

  Keep looking for tissue pomanders.  You can buy 12" ones for just over $1.

  The beauty of tissue/paper is that it isn't meant to look like real flowers.  Tacky cheap fake flowers are trying to be real flowers, which is why they fail.

  
  

  Another consideration--miniature real florals.  Just a few stems in a bud vase.  This is classy and understated, and low cost.  You could do something like this (peony = expensive, you can sub other blossoms)...
