  That seems REALLY high to me, but I'm not a seamstress. The only thing I can think of is that 2 inches on each side (4 inches total) might mean she has to re-do boning and the entire neckline. Not sure though.

  I'd get a second opinion.  It does seem a little high to me as well.

  Nope, not ridiculous at all. She will have to hem all 4 layers of your dress, plus looking at the outer layer of your dress and depending how much she will have to take off, she will have to replace whatever the frills are on your dress in a way so it doesn't look altered.
  
  Then moving on to the beaded bodice...in order to take in the bodice there is a chance she will have to take off the beading and put it back on after she is done taking in the sides of the bodice. The total price of alterations includes the work she will have to do, plus compensation for the time she will spend doing it.
  
  I work for a wedding dress designer who also does alterations so I've seen all kinds of dresses come in and out of her store. Be careful when getting an opinion from someone because they could quote you a cheaper price but then workmanship could be iffy which will cost you more to fix anyway.

  Yes, it's ridiculous, but not far off from my alterations.  I don't need the hem, just taking in the bust and a bustle, and it's $469.
