  Check a local print shop, they might work with you on the design. Etsy could be another option, look for someone who's style is similar and ask if they can help.

  Can you find out who did them and order through them?  It's not DIY, but I have a big problem with ripping off other people's intellectual property.
  
  If that's not an option, then I agree with @missJeanLouise about finding someone on Etsy or similar who may be able to capture the general look and vibe of this STD without stealing the design outright. 
  
  If you are graphic illiterate, there is no way in hell you'll be able to do this on your own.  But if you buy a digital download from a vendor, then you can print them yourself (I suggest Staples, Kinko's, or similar) and that's kind of DIY.
  
  In closing, designers work hard and are talented, and they deserve to be compensated for their work and not have it stolen and reused without authorization.

  I cannot find the exact image, but there are many similar ones.  This was from Pinterest, isn't it?  It is several years old, and probably out of production.
  
  There is this from an Etsy vendor.  I strongly suspect this is the vendor of the postcard you found.  Same style and fonts.  This won't be cheap.
