It was not. She also is now changing her story from "watching the video of the wedding ceremony " to a short clip...trying to save face bc she didn't get the exact response she wanted.

I had a similar situation at my daughter's wedding reception.  I was seated at a table with my sister-in-law and her family.  Everyone except SIL was texting or playing electronic games on their cell phones.  They hardly said a word to me or the couple.  Yes, it was rude, and anyone who noticed them, thought so!

OP, I hate to be the one to tell you, but the event was not a 2nd wedding reception.  Each bride gets only one reception, and it must be on the day of her wedding.  What you attended was a celebration party.  There was no bride and groom - they were a newly married couple.  Nothing wrong with showing a video of their ceremony, but was she wearing her wedding dress at that celebration party?  Oh, no.  She didn't.

I don't really have a problem with wearing the wedding dress at celebration parties. I'm sorry but if you spent a shit ton of money on a damn dress, you wear that shit whenever you want. If I could wear mine to work or out or something, I totally would. I'm actually already thinking of ways to have it altered to be knee length to wear every year as an anniversary dress. Celebration parties are it seems like a way for family that couldn't attend the wedding to have a chance to meet and celebrate the newlyweds, and I would think that for a lot of family, they'd love to see the new bride in her dress in person.
On the original subject, I abhore people that answer their phones or even have them ring during any sort of event. It's incredibly distracting and it makes my blood boil. However I will say that this circumstance during something like the aforementioned would make me irritated but not as irate as the same thing happening during a wedding or a funeral (ie "in church"- which I consider weddings "church" even if they aren't religious events, because they are still solemn events- don't ask I'm weird).

Heck yeah!  I'm wearing my wedding dress...no alterations, still big and bouffant...out for a special dinner with DH.  Is that weird?  Sure it is, but I don't care.  I love that dress, lol.  Plus we'll be in the NOLA French Quarter where people wear everything from tu-tus with tank tops to tuxes and full length formal gowns, so it isn't quite as "out there" as it would be in most settings.

Rudie McRuderson Diane decided to answer her phone and have a loud ass conversation during the video. Diane didn't even step into the hallway or anything!

Us:Whoa, dude. Diane is rude as hell. As an aside, it was kind of rude-ish to force people to watch a video (and give their undivided attention) of a ceremony that they weren't invited to. Just saying. I mean, not a huge deal. But, still. I would have played it while people were hanging out and chatting.

I had totally googled her screen name fully expecting to find a SS's dream planner with a website full of ideas for YOUR, AND YOURS ALONE, VERY SPECIAL DAY  and a newly posted guide for telling guests how to behave, sadly there was too many links and I wasn't that interested.

My daughter & son-in-law had a Destination Wedding in another country. Many people couldn’t attend the ceremony, so they had a 2^nd wedding reception in the States. During this reception, a video of the wedding ceremony was being shown. All was quiet, as people (especially family members) were watching the video of the ceremony. Suddenly, someone’s cell phone went off and rang loudly, several times. That person answered the phone and began chit chatting with the person on the other end of the line. It was disturbing others around her and causing a distraction. Everyone else was being quiet. People from the other end of the room (the grooms relatives), were watching her. After a while she finally stopped talking and began texting on her phone. This is a 48 year old women. I’m not sure if she even really paid attention to the ceremony. After the wedding reception was over, several people came up to me and said, “Who in the world was that ill mannered and rude woman, talking on her phone. Couldn’t she have taken her conversation out in the hallway?” “She was causing a distraction that was rude to the bride & groom.” Even my mother saw her and wondered the same thing. My husband said “Diane does what suits Diane.”

Am I wrong in this? Wasn’t her behavior disruptive and rude to the bride & groom? To be polite, shouldn’t she have paid attention to the ceremony? Shouldn’t she have taken her conversation out in the hallway?
