    there could be laws in that state that prevent any venue from taking down the liqour so finding a new venue may not be the solution 

    i am also from ct were open bars are in every full service banquet hall it comes with every package but you are not locked into it you could cut the open bar to only one hour you could do a few hours open bar you could do a few drinks hosted and you can do cash to save money but the norm is open bar.

    my wedding this past june had a full sit down dinner open bar first hour was ultra premium liqours like grey goose etc then after cocktail hour it switched to call brands
    we paid with tax and tip 88 a person that included hot cold appz full open bar full sit down dinner dj cake and centerpeices 

    i would just have a sign stating beer and house wine are hosted compiments of the bride and groom or you could even offer one sig drink as well 

    i would not list that on your invites but you could word of mouth it saying we are hosting beer wine and a sig drink at the venue
