I think she's saying she has a "picture", like a vision, in her mind, of what the dresses should look like.
Honestly, I don't know if you'll be able to find velvet tops like that. You'll have to just search around various websites/department stores, but velvet tops in solid colors aren't really a popular thing. The taffeta skirts should be relatively easy to find.

I had to wear a velvet top (cap sleeves) that had a taffeta tea length shirt for a wedding back in 1997. I didn't look nice on me. It was in April in AZ. It was hot as shit.
I threw that sucker out at the hotel after the wedding. Never even put it in my suitcase when I flew back home.
Sorry, it's off-topic, that style dress brings back bad memories for me. Hopefully you have better luck they I had.
What differentiates an average host and a great host is anticipating unexpressed needs and wants of their guests. Just because the want/need is not expressed, doesn't mean it wouldn't be appreciated.
