Ruffly Dresses

Hi ladies, old hag here lol  A cousin is getting married and looking for a ruffly dress ie Provonias Hebra or something similar.  Any ideas?  I do remember a bio awhile back that the bride did a fabulous 40's theme and wore a beautiful ruffly dress.  Anybody know who Im thinking of?

Pronovias Marcela is ruffly - flatter laying ruffles, not so much poofy.
