If you are quoted a certain price for a reception room, does this price also have the additional 9% rooms tax, or is that only for hotel rooms?

Here'a a link to the NH Department of Revenue.  You may find your answer in here.  I would also ask the renter, and if it is taxable, ask if the price they quoted you includes the taxes, (or not).

I would definitely ask the venue, as some places will build such charges into their prices and some will add it on as an "additional fee" of sorts.  It also NEVER hurts to ask them or any of your vendors what other fees are associated - my venue, for instance, doesn't build a gratuity for your servers into the rental/catering price but does say how much the gratuity will be.
