A bustling problem -- DB Galina PK3285

My friend is getting married soon and we are having trouble deciding how to bustle her gown.  Here is the link to DB with pictures:

We really want to show off the beautiful, soft, natural look of this dress.  The biggest issue is that the top layer is a soft, delicate organza.  It looks weird in most bustles we've tried.  Anyone have a suggestion for us?

Have you tried a French bustle?  It's the one they're doing for my dress because of all the embroidery and such.

Yes, and the top layer doesn't really bunch very well... It looks kind of limp! And you can see the layer underneath, which does bunch... The overall look is kind of wrinkly and uneven :-/
