I am getting married in southeastern South Dakota in early September in a garden. My dress is very casual, too casual for a groom in a tux. The theme is flowery, rustic, ethereal,and we are on a pretty tight budget. Any suggestions for groom and groomsman attire?

I went to an outdoor wedding where the bride wore a sundress and the groom wore khaki shorts and a white polo. If you want it more formal than that, I would suggest my earlier idea. You could ditch the ties too if you wanted.
I'm not a fan of a shirt and tie without a jacket - it looks unfinished.

It might be personal preference. Every male I work with wears a shirt and tie, no jacket. Every wedding I've attended all the male guests wear shirts and ties, sans jacket. Maybe I'm used to people dressing that way, but I think it looks fine and can be a step less formal than a suit with a jacket.
OP suits are a nice substitute for tuxes and can be cheaper. if you were looking for something less formal, I still think a suit is pretty formal. It's up to you since you know the formality of your wedding.
