I only have one bridemaid - My sister, as my Maid of Honor. My Fiance has his best friend as his Best Man. He really wanted to have his 4 other friends in the wedding and so I told him that they can be ushers. Do ushers wear tuxedos? Should they? I feel like it will make them feel like more a part of the wedding without actually being Groomsmen.
Re: Do ushers wear tuxes? Can they?
A long way of saying, it isn't required, but if it is OK with them, there is no reason they can't.

He wants them in the wedding but you dictated that means they get to be ushers? Why can't they be groomsmen?
Our ushers (H's cousins) wanted to match the WP, so they opted to rent tuxes. We were fine with them wearing suits if they'd wanted to. However, one is in his teens and still growing (quickly) and the other is 19 and didn't feel he would have use for a suit any time soon.
