A candy buffet would be fun. You could just have an assortment of wrapped candy which is cheaper and little bags for guests to take the candy home in. Jack-o-lanterns with candles can be cute and not over the top. Candleabras/candles for centerpieces.

If you're a DIYer or can find a good price, you could do masquerade masks for people. Could double as decoration and favor. If you had a dinner you could just place the mask on the plate or have them gathered in the center of the table (one for each guest). These you could do in your wedding colors or just black and white and really elegant. Or you can find mini jack-o-lantern buckets that you could fill with candy for each guest as a favor. I think Oriental Trading Co carries them pretty inexpensively. Another option would be nice caramel apples for each guest (edible favors are always good).
A girl I know had a halloween wedding and instead of bouquets, the bridesmaids held masquerade maskes on a stick that were decorated with feathers. Also, their wedding topper was 2 skeletons and the reception was a costume party. It looked like a lot of fun!
