    I deal with dead people a lot (it's true.. I'm a tech in a hospital... lol).  When someone dies, there are 4 tags that come with the body bag.  One tag goes on the patient's belongings, another goes on the zipper to the bag.  One goes on the toe and one is extra.  I usually put the extra tag in the bag just chillin and if they don't have a toe to put one on (it has happened to me!) you put it on their finger.  If they don't have any appendages, it gets taped to their chest.  It just has to be attached to their person... the toe just happens to be the most convenient on most people.
